Selby SEND School project – phase 1

In June 2024, NY Highways started work on the access road leading into the site of the new Special Educational Needs and Disabilities (SEND) school for the Department for Education and North Yorkshire Council. The proposed school is located in Osgodby, Selby and will cater for 100 pupils with an age range of 3 to 19 years.

Working with our partners from the council’s Highway Development Service (HDS) and from Align Property Services, the first phase of the project was completed in November 2024. The second phase is set to begin in January 2026.

The problem

The location for the new SEND School was proposed to be on land that was currently being used for agricultural purposes. A new access road from the A63 Hull Road and other highway infrastructure improvements were required to be designed and constructed to provide safe access to the proposed site in Osgodby, Selby.

The Department for Education got in touch with North Yorkshire Council’s Highway Development Service (HDS) to help them develop a plan for the highway infrastructure improvements. The HDS worked with NY Highways and Align Property Services to design, plan and implement the work

The solution:

The first phase of the project involved widening a section of Hull Road to accommodate a new protected right-turning lane and the provision of a new section of footway along the western side of Hull Road.

The works also included the installation of new uncontrolled crossing points with central refuge islands, which were provided to the north and south of the new access road. A puffin crossing was also installed to the north of the scheme, where there is a footpath link into the school as well as into the existing Public Right of Way (PRoW) footpath.

Lastly, the scheme involved the introduction of improved farm access at the western end of the school access road.

The result and next steps

The work on the first phase commenced in early-June and finished in November 2024. The highway works finished on schedule and within budget, with the site handed back to the Department for Education in early-November.

The response from residents living around the area of the site has been largely positive due to the construction team being considerate and attempting to keep disruption to a minimum.

The last phase of the project is scheduled to begin in January 2026 – NY Highways are due to return to site to complete the resurfacing of the access road after the Department of Education’s contractor has finished the construction of the school and its associated landscaping and parking facilities.
