For those who have been following our previous article, NY Highways are pleased to announce the PIN tender for the launch of our brand-new Dynamic Purchasing System (DPS) is now live.

We are looking to engage with micro/SME companies that are located within or around the North Yorkshire area to apply and tender to join our DPS system.

The system will cover a comprehensive range of services and products related to highways maintenance activities and will streamline their supply chain and procurement processes. It will open the door to suppliers of all sizes to contribute to NY Highways’ work in maintaining 5,800 miles of roads in North Yorkshire.

Examples of types of highways maintenance supplier or business NY Highways want to include on their DPS includes; civils, surfacing, surveys, traffic management, plant hire, street furniture, and more.

NY Highways are a highways maintenance company with the responsibility of a network of roads that stretch for almost 5800 miles throughout North Yorkshire with a team of around 250 experienced employees.

The company is wholly owned by North Yorkshire Council and was launched in June 2021. NY Highways continues to maintain a close working partnership with the council, allowing for efficient and productive highways maintenance operations.

NY Highways offers a range of services to support the highways network of North Yorkshire and the surrounding areas, including:

· Roads and highways maintenance and improvement

· Pavement and kerb repairs

· Streetlighting maintenance and traffic lights

· Public verge and hedge maintenance

· Road signs and markings

· Road closures, roadworks and events management

· Snow clearance, salting, salt bins and heaps

NY Highways is looking to engage with organisations with the ability to react quickly to situations within the following areas of North Yorkshire:

· Richmond

· Thirsk

· Whitby

· Scarborough

· Malton

· Skipton

· Harrogate

· Selby

The DPS will have the scope to include:

· Works (e.g. civils, surfacing, surface dressing and specialist treatments, electrical works, fences/barriers, lining and studs)

· Services (e.g. traffic management, drainage, plant hire, labour, arb/landscaping, vehicle/plant repairs, bus shelter maintenance, vehicle hire, scaffolding, fabricators, winter contractors)

· Materials (e.g. building materials, street furniture and signs, coated materials, concrete, aggregates, PPE, tools and equipment, electrical suppliers, vehicle parts)

· Surveys

Whilst NY Highways will have access to other contracts, the objective is that this DPS will provide a route to market to help us engage directly with local SMEs in a more effective and efficient manner, also providing us flexibility and speed to help us be reactive when needed.

Construction Line have been chosen to manage the DPS on our behalf, and once the opportunity is live, suppliers will be able to register to join the DPS with Construction Line by completing a short supplier questionnaire, for which there will be no charge. Suppliers will not need to be Construction Line members already, however anyone with Gold Membership or higher should not have to undergo further evaluation (regardless of Membership the same is true for any organisation who can demonstrate they are CAS compliant).

Once registered via Construction Line on the DPS, Suppliers will be able to bid for work via further competitions released by NY Highways.

Our first competitions are likely to include Highway Maintenance Gangs, Hire of Excavators, Milling and Paving Equipment.
